University of Latvia

(Head of Korean Studies Center of University of Latvia,
Professor, Department of Asian Studies)
Latvia, a small European nation that became independent from Russia just 25 years ago, has a land area almost half the size of Korea and a population of less than 3 million. Latvia can be thought of as one of those small countries that we have frequently seen on a world map, but which requires further explanation.
Mikhail Baryshnikov, the hero of White Nights, was from Riga, the capital city of Latvia. For Koreans who were armed with an anti-Communist spirit in the 1980s, the film created an unknown 'romance' about a socialist country and mystery about the summer during which the sun never sets. The original version of the famous Korean pop song 'Million Roses' has been widely thought of as a Russian song. However, it is actually a Latvian song, which is a well-known fact to people with some interest in Latvia. In addition to such commonplace information, invisible conflicts between Russians in Latvia and the local population have lasted since World War II. Moreover, the position and status of Latvia has always been precarious because it is neither a complete European nation nor a member of the Russia Federation. Looking at Latvia, I often feel that I am watching an embryo gestating waiting for its gender to be determined.
Latvia has many things to decide politically and socially. Voluntarily or involuntarily, Latvia is at a turning point and needs to look at precedent cases in order to make important choices. Lithuania and Estonia have one or more universities that can boast of histories of over 500 years. Compared with these neighboring nations, University of Latvia, the best university in the nation, has a history that is shorter than 100 years. The famed universities in Lithuania and Estonia that were named after the capital city or certain cities. Unlike them, University of Latvia uses the name of its country. The university first introduced a korean language course in the fall semester of 2013.
The Korean language course, one of the most recently prepared programs, was officially launched when I was sent by Korea Foundation to Latvia as a professor in January of 2014, but Korean language lectures were intermittently delivered in the mid-1990s. Designer Natalija Jansone from St. Petersburg who majored in Oriental studies in Russia taught the Korean language for a few semesters at University of Latvia while working as a model. The lectures were not in an degree program, but in liberal arts course. Students who were interested in the subject could join the lectures. At that time, Korea and Latvia had established diplomatic relationship, but there were no embassies or no forms of economic and cultural cooperation. The people of Latvia were more interested in North Korea than South Korea. Under such circumstances, the Korean language lectures were the most popular among various foreign language courses at the school. Such popularity probably wasn’t derived from the language itself, but most likely stemmed from the fact that the teacher was a female model. Unfortunately, lectures given by the model didn't last long. Jansone, one of the best designers in Latvia, is also regarded as being knowledgeable about Korea. And she will join the Korean language program of University of Latvia soon.
In those days when she was teaching, Latvians just got a little information about North Korea and knew about South Korea from ‘MASH,’ a comedy series about American field hospital workers in Korea during the Korean War. The series was broadcasted in most East European nations. In the series and subsequent film, Korea was depicted as an impoverished nation experiencing a war. Children couldn't go to school because school buildings were destroyed and women in cumbersome clothes had to do everything to support their poor families.
At the end of the 20th century, South Korea suddenly made its presence felt in European markets as a production base of electronic goods and cars. The images of the nation became very different from what they had been. It was impossible for them to properly understand Korea as it seemed that Korea was like a larva that became a butterfly after casting off its skin. The people of Latvia had so little knowledge or information about South Korea that they thought Korea was located somewhere in Southeast Asia and the climate was constantly hot.
In the 21st century, the images that Latvians received about Korea began to change rapidly. There were an increasing number of exchange students between schools in Latvia and Korea. Hallyu, which had been introduced through the Internet, became a new interest and attraction for the new-generation of Latvians who had been long familiar with Russian and American cultures.
There were no educational institutions officially giving lectures on the Korean language in Latvia, but there were a lot of young persons who acquired significant skills after studying Korean through dramas. Those who were fascinated with Korean pop songs and idol groups formed associations and continued to develop an interest in Korean culture by learning about the dancing and singing of Korean singers. In addition, the interest of people in neighboring Lithuania and Estonia in Korean culture grew enormously. A university in Lithuania already had official programs in the Korean language and Korean studies. Several Estonian universities also had provided Korean language courses for a few years. Latvia, after closely observing interest in Korean language courses spreading in Europe, agreed to establish Korean language programs in University of Latvia through government-level meetings with Korea and included Korean studies into the course of Asian studies officially in the fall of 2013.
The first Korean major students not only in the University of Latvia but in the entire history of Latvia graduated in June 2015. Now a total of about 20 freshmen and sophomores continue to study the language as Korean language majors.
In 2015, University of Latvia was selected as one of Seed Program for Korean Studies to receive assistance from a project administered by the Academy of Korean Studies. The Korean studies center was opened at the faculty of Humanity of University of Latvia in February this year. In May, there were seminars attended by Korean scholars in Baltic States and neighboring Northeast European countries and special seminars about Korean studies education for Korean lecturer at universities in neighboring nations including Lithuania and Estonia.
It is surprising that this program that is barely three years old has made such rapid growth. Without the passion and efforts of young students who were keen to learn the Korean language and culture through Hallyu, such a situation would never have come to pass. As the unexpected progress of Korean language courses has positively stimulated the educational market of Latvia that was struggling with chronic neglect and too much bureaucracy, Chinese and Japanese diplomatic offices in the nation are closely watching the activities of Korean studies center.
It is too early to celebrate. The Korean studies program has been offered as a lower module for students majoring in Chinese at the department of Asian Studies of University of Latvia. The number of lecturers and classes related to Korean studies should increase in order for Korean studies to become an independent module, but the possibility of this is very low as there is only one professor who has been sent by Korea Foundation. At present, one lecturer who acquired Korean language skills through Hallyu and a few Japanese majors who studied Korean for a short period are helping the Korean professor. Above all, it is urgent to secure lecturers. There certainly are Latvian students who obtained degrees in Korea, but most of them want to find jobs in Korea, instead of returning to their country.
Moreover, interest in Hallyu is still a main reason for them to choose the Korean language as their major. It is very fortunate that Korean pop culture such as dramas and songs motivate students of distant nations like Latvia to know more about Korea, but no one can assume with confidence that such interest will continue for long in the absence of academic exchanges.
Under such circumstances the potential of Latvian students majoring in the Korean language is being stifled. Majors in the Korean language must solve all these different issues individually. More and more Latvians want to experience the works of Korean writers as a result of their interest in Korean culture, but there are no Korean works translated into the Latvian language. An increasing number of Koreans have been visiting Riga, an economic center of Baltic States. Korea and Latvia opened official diplomatic offices in Seoul and Riga, so relationship between the two nations can be considered to be developing in more concrete ways from the level of general interest.
Considering all these different aspects and circumstances, Korean studies center at University of Latvia will have to establish a joint platform for the study of humanity whose foundation has not been established in Latvia and the other Baltic States. The center should identify the cultural impetus making Hallyu what it is today. By doing so, the center will take an important part in continuing a solid partnership between Korea and Latvia. Then Korea will be able to obtain more profound and valuable benefits than the profits generated through selling many electronic goods and vehicles to this small nation.
