해외한국학 중핵대학 육성사업(2015), <파리 컨소시엄 2: 불어권 한국학 신세대 육성>(2015.09.01~2020.08.31)
파리 컨소시엄은 최초이자 유일한 불어권 한국학 국제네트워크로서 불어권에서의 한국학 붐에 부응하며 협력망을 구축하고 있다.

파리 컨소시엄으로 불리는 불어권 한국 연구 컨소시엄은 주 대학인 파리디드로대학교(UPD) 그리고 국립동양학대학(INALCO), 사회과학고등연구원(EHESS)으로 구성되어 있다. 2010년에 선발 착수되었고 2015년도에 다시 연장되어 활동해 온 유럽지역 해외 한국학 중핵대학 중 하나이다. 한국 연구의 차세대 육성과 한국학 세계화의 또 다른 길을 연다는 취지의 프로그램을 개발하며 불어권 한국학 국제 네트워크로서는 최초이며 유일한 만큼 독창적인 역할을 수행하고 있다. 불어권 한국학의 전망대와 같은 역할을 하고 있다고 할 수 있을 것이다.
불어권에서도 한국에 대한 관심은 급속한 성장을 보이고 있다. 파리 컨소시엄은 그 초기부터 프랑스 국내에서뿐 아니라 국제적으로도 (불어를 최소한 전문학술언어로 사용할 줄 아는) 한국학 교수, 전문가 및 관계자의 협력망을 구축할 수 있는 둘도 없는 기회로 이해되었다. 파리 컨소시엄의 기본 논리와 슬로건은 협력이다.
여기서 불어권이란 다양한 시각에서 볼 수 있는 여지를 지니고 있다. 먼저 질적으로 볼 때 이 표현은 학술적인 동시에 실용적이고 개방적인 입장을 내포하고 있다. 영어를 통한 학술적 단일언어주의(academic unilinguism)는 생각의 표현과 구성의 수단인 언어의 단순화를 한국학에까지 적용시키는 폐해를 낳고 있다. 이러한 단일언어주의는 또한 경제와 정치와도 직결되어 있어 학술 외부로부터 불균형한 영향을 초래하기도 한다. 불어권의 한국학을 강조하는 것은 이러한 폐해를 극복하기 위한 언어학적 선택, 즉 학술의 다언어주의를 선택하는 것이기도 하다.
양적으로, 국제기구(국제불어권기구, Organisation internationale de la Francophonie, OIF)의 통계치수에 따르면, 불어란 오대주에 분포된 약 50개 국가에서 사용되는 언어, 3억 인구의 언어, 인터넷 제4위의 언어, 32국가의 공용어, 8천만명의 교육 인구의 언어 등에 해당한다고 한다. 오랜 역사를 통해서 형성되고 전수된 만큼 불어권이란 뿌리가 깊고 잠재력이 크며 오늘날에도 발전 중이다. 그 동안 파리컨소시엄이 조사해 본 결과에 따르면, 불어권 한국학은 약 20여개 나라의 40여개 대학과 학술기관에 해당하며, 교원/교수 인구는 약 100여명이다. 파리 컨소시엄의 블로그 사용자수는 8200명 이상이며 2018년 11월의 회수는 총 13500다.
제1기 파리 컨소시엄(2010~2015년)의 활동은 네트워크의 구축 및 장학금 제공에 집중되었다. 불어권의 한국학 네트워크를 구축하기 위해 우선 그 프로젝트를 실행할 수 있는 도구를 설치할 목적으로 2012년부터 학술 블로그인 parisconsortium.hypotheses.org를 열었다. 그리고 2013년부터 불어권 한국 연구 웹사이트(reseau-etudes-coree.univ-paris-diderot.fr/)를 설치 운용하고 있다. 웹사이트의 기본 기능은 불어로 된 연구 및 교육자료를 수집하여(현재 게재된 자료의 총수는 800여 건) 사이트에 올림으로써 가시성을 높이는 것이다. 또한 선배 학자들이 남겨준 자료도 기증받아 이용할 만한 것을 추려 전산 보급하고 있다. 동시에 네트워크를 확장 및 활성화시키면서 총 1400여 건의 블로그 글(행사 안내 물론, 활동 보고서, 답사 보고서, 의견 제시, 조사 결과, 연구 기고, 학생의 글 등)을 게재하고 있다. 그 밖에 국제학술회의도 다섯 회 개최했다.
2015년에는 제 1기의 풍부한 활동성과를 바탕으로 파리 컨소시엄을 2020년까지 연장하게 되었다. 제 2기의 과제명은 불어권 한국학 신세대 육성으로 잡았다. 제 2기에는 구성원도 예전의 4명에서 컨소시엄 참여대학 소속 교수진 전체(현재 총 16명)로 확대되었다. 또한 한국학 전공생 장학금 지원 프로그램도 강화되었다.
2015년과 2018년에는 불어권 한국학 국제워크샵를 개최하였다. 이는 불어권 한국학 네트워크의 규모와 각 나라마다의 다양한 사정을 실질적으로 파악하고, 연대 및 협력관계를 유지 강화할 필요성을 재확인하고, 나아가 파리 컨소시엄의 미래에 대해 생각해 볼 수 있는 소중한 기회였다. 이제 2020년에는 파리 컨소시엄이 활동을 시작한 지 10년이 되는 해이다. 이 소중한 협력관계가 지속되기를 하나된 마음으로 바라고 있음을 이 모임에서 확인한 바 있다. 이는 이러한 협력 관계가 현실적으로 필요하고 효과적임을 의미한다.
프랑스에서만 보더라도 한국학 발전의 전망은 밝다. 파리 컨소시엄의 활동에 힘입어 프랑스 한국학의 가시성은 국내외에서 한 단계 더 높아졌다. 특히, 한국 연구가 하나의 자립적 학계로 인정받고, 국립 연구기구로부터 후원을 받게 되었다. 이렇듯, 협력을 기본 원칙으로 삼는 파리 컨소시엄은 한국학 개발을 위한 효과적 모델임을 보여주었다. 한국어 교육과 한국 연구에 대한 사회적 요구가 증가하고, 한국어 교육은 이제 프랑스 중등교육의 학제에도 정식으로 도입되고 확대되어 가고 있다. 대학의 한국학과 입학 지원 학생수도 해를 거듭하며 증가하고 있다. 파리 컨소시엄에서 발간한 ‘2018년 프랑스 한국학 백서’는 이러한 한국학의 발전 상황을 잘 반영하고 있다. 이러한 발전 추이는 이미 한국학 교육과 연구의 전문화와 특수화를 촉진시키고 있다. 이와 같은 상황에 부응하기 위해서 파리 컨소시엄은 한국학 교육용 자료를 개발하는 것을 매우 중요한 목표 중에 하나로 상정하고 있다.
파리 컨소시엄은 40여년의 역사를 지닌 기존 협회(프랑스한국학회와 유럽한국학회)의 경험과 정신에 바탕하고 있다. 또한 파리 컨소시엄 참여 대학은 모두 국립 기관으로서 공공성과 대표성이 강하고 국가의 교육 및 학술 정책과 밀접히 연관되어 있다. 따라서 파리 컨소시엄은 장기적 운용의 가능성과 타당성을 충분히 갖추고 있으며 국가간 협력의 매개 역할도 수행할 수 있다.
결국 파리 컨소시엄은 인적 자원의 협력망 구축과 차세대 육성을 그 궁극 목표로 하는 하나의 제도이고 수단이다. 그런 만큼 연구 과제의 생산을 목표로 하는 프로젝트와는 다른 기능성과 시간성을 가지고 있다. 예를 들어 계획 설정에 있어서 보다 유연하고 장기 운용이 가능하다는 점이 있다. 파리 컨소시엄의 이러한 특성을 한국 지원 기관은 차별적으로 고려해볼 수 있을 것이다.

Paris Consortium (also called the “Réseau des Etudes sur la Corée”, RESCOR) is a consortium of three French academic institutions (Paris Diderot University UPD, Institute of Oriental Studies INALCO, and the School of Advanced Studies in the Social Sciences EHESS) selected since 2010 as one of the Core University in the framework of Core University for Korean Studies Program and extended in 2015 (until 2020 aiming to “foster a new generation of French-speaking specialists in Korean Studies”).
The RESCOR is offering alternative path of Korean Studies globalization through networking French-Speaking countries around the world, as such it is the first and the unique Francophone network, and it is playing a unique role in the context of the boom of Korean Studies abroad. The purpose of the consortium consists in setting up cooperation relationship (mainly by e-networking) between Francophone countries and French-speaking specialists in Korean Studies. According to its own survey, French-speaking Korean Studies network potentially represents about 40 universities (or academic institutions) in 20 countries and around identified 100 specialists. Recently, more than 8000 different people visited the blog of the RESCOR (parisconsortium.hypotheses.org, operated from 2012, presently about 1500 blog entries, various reports, surveys, announcements, articles) for a total of 13 500 visits (in November 2018). Apart from its blog, the Consortium created a Website (operated from 2013, reseau-etudes-coree.univ-paris-diderot.fr) including a database on Korean Studies (obviously mainly in French, at the present time about 800 titles) and a translation site (from 2015). Thus, Paris Consortium acquired a significant experience in bringing together capacities and resources available for research and education, previously disseminated in different universities and research institutions.
The members of the Consortium have been working to facilitate and to extend networking, to develop new types of educational materials and new tools geared for learners and teachers of Korean culture, to organize conferences (5 international conferences from 2010), to grant advanced students (60 students from 2010 in an amount of 157 000 euros), to expand the database, to improve the tools (the blog and the website), to preserve and allow for study and dissemination archives donated by descendants or widows of eminent deceased scholars in Korean Studies (prof. Daniel Bouchez, Choe Seungun, Roger Leverrier), to disseminate more information about Korean Studies, with the result that increases visibility of Korean Studies helping to make aware of the vitality of Korean Studies and thereby contributing to decide to recruit tenure positions and full professors (this being the case of the UPD and the INALCO every year from 2015).
In September 2015 and September 2018, the RESCOR organized two international workshops bringing together the network participants thus creating opportunities for new cooperation projects. Recently in September 2018, such workshop was the opportunity to think about the future of the RESCOR (after 2020), considering that most of the current models for funding don’t match with the requirements of a long-term project such as the RESCOR. After 8 years of activities, networking should be continued but it is facing with budget restriction. The dynamic created by the RESCOR would not stop after the end of the Core University Program but has to be continued in order to fit the growing needs in the Francophone countries in the field of Korean Studies. Concerning the case of France, for many reasons, prospects for the future of Korean Studies are optimistic. Recent publication of the first “Livre Blanc des études coréennes en France 2018” (2018 White Paper on Korean Studies in France) confirms that significant number of French young people apply for studying about Korea at the university (despite the limited places available for Korean Studies). Within the two next years of the program, the RESCOR should improve its capacity to develop international networking and cooperation (especially with emergent French-speaking countries in Africa: Côte d’Ivoire, Senegal, Benin…), production educational materials and translations in both French and Korean. However, to achieve such tasks Paris Consortium would need more funding than it received for now.
Because of its global diversity, because of its academic tradition, because of its many voices embodied in one single language, Francophonie can bring about fresh ideas and novel views in the vibrant world of Korean Studies.
