Present State of Korean Studies in Paraguay Including ISE and Strategy to Promote Korean Studies
Sung Yoo-jeo (Instituto Superior de Educación Dr. Raúl Peña)
Paraguay is located on the other side of earth is a very distant nation from Korea. It takes over 20 hours to go to Paraguay by airplane and about 32 hours including transfer time. Probably because of the long distance, Korean studies in Paraguay remains in its infancy. People are surprised three times while talking about Paraguay. First of all, there are students who want to know about Korea in such a distant nation. Second, Instituto Superior de Educación Dr. Raúl Peña (ISE) has a Korean language education department. Third, many elementary, middle and high schools have programs for teaching the Korean language. It still is at the beginning stage, but Korean studies have made remarkable progress. Therefore, it is necessary to talk about the present state of Korean studies in Paraguay and a future direction for developing Korean studies.
ISE is a place that teaches Korean culture and the Korean language to the people of Paraguay. The school doesn't offer professional lectures on Korean studies, but it has laid the groundwork for specialists in Korea through Korean language lectures, Korean culture education and scholarship funding. As there are no professional lectures about Korean studies, introduction to the Korean language is made through lectures. Korean language lectures provided by the Korean Education Center in Paraguay are divided into lectures for the center, those for local schools and those for institutions. First of all, there are 11 Korean language lectures - 1A, 1B, 1C, 2A, 2B, 2C, 3A, 3B, 3C, intermediate class A and intermediate class B - at the education center. Lectures are offered for 10 weeks, four hours in a week during one semester and there are four semesters in a year. Whenever a semester finishes, various cultural events, such as folk games, film viewing, Korean food cooking, a speech contest and a K-pop talent show, take place. About 300 students on average take lectures provided by the education center in a semester. As the center will move to a new town this year and prepares various plans, the center is expected to receive more students.
The Korean Education Center also provides lectures for local schools and institutions. Regarding local schools and institutions, the center sends its teachers to offer classes. Those lecturers teach Korean at a total of 18 educational institutions, including seven elementary schools, four elementary and middle schools (schools with elementary and middle schools together), two middle schools, three high schools and two colleges, and three organizations. A total of 2,111 students - 725 elementary school students, 676 elementary and middle school students, 73 middle school students, 526 high school students, 82 college students and 29 persons from other organizations are learning the Korean language. Lessons are offered once a week, 40~50 minutes for each lesson. The education center develops teaching materials for levels of students from the second school year of elementary school to the third year of high school. The center also tries to encourage students to take an interest in Korean culture through organizing related events for school festivals.
It is necessary to introduce the Korean education department of ISE in Paraguay. ISE, a school affiliated with the Education Ministry, was established to educate teachers and students graduating from ISE who work as teachers at elementary, middle and high schools. ISE is the only national school for educating teachers in the capital city of Asuncion and the school has two departments for teaching foreign languages, English and Korean. The Korean education department, which is the only department for education Korean teachers in Latin America, was designed to prepare for the long term and near future of second-generation Korean education through locals. The Korean education department was created as ISE and the Korean Education Center in Paraguay concluded an MOU to establish the Korean education department in 2012. The department began to receive students in 2013 and there are 25 students in four grades. The department will produce the first graduates in the first half of 2017. As the department gains popularity in Paraguay, the number of students will increase year after year.
The Korean education department has been established at the Paraguay school to educate teachers, students of the department and allow them to practice teaching when they are in the second grade in order to strengthen their capacity as teachers as well as improving their Korean language skills. Those students practice teaching at schools where the Korean Education Center send teachers to teach Korean. In addition, students of the Korean education department participate in various Korean culture activities organized by the Embassy and the education center. These activities were designed to produce persons who are versed in the Korean language and culture. The students also visit Korea-related institutions in Paraguay and take part in conferences with individuals who have a connection with Korea. After the ISE Korean education department was selected for the seed-type projects of the Korean Studies Promotion Service in June of last year, the department began to conduct various projects to strengthen the foundation of Korean studies, including seminars, symposiums and field trips. In 2015, the department made a Korean language lab that possesses about 900 books about the Korean language and culture with the help of Korea-related institutions, like the Embassy, the Korean Education Center and THN.
Korean studies in Paraguay have just begun through seed-type projects of the Korean Studies Promotion Service. It is necessary to cultivate Korean specialists with a comprehensive understanding of Korea based on education about Korean, beyond the level of just being slightly informed about Korea. For this purpose, efforts should be made to encourage locals to take a keen interest in not only Korean language education but also Korean studies. The ISE Korean education department has developed its foothold in order to foster talented people well versed in the Korean language and Korean studies in Latin America. The department is expected to develop strongly. Korean studies have taken one step after another in this nation on the opposite side of the earth. Hopefully, people in Korea will keep a watchful eye on this country so that such efforts will result in large steps forward.
